Our History & Development
Rule 36 Limited Partnerships of Duluth first formed in 1992 and operated three group homes throughout Minnesota. Since then Rule 36 Limited Partnerships of Duluth has been renamed and rebranded to Thrive Behavioral Network, LLC and our company has grown, both in size and services. Today we operate 23 programs across the state and provide services for disabled individuals. We provide person-centered in-patient care, as well as residential crisis services.

Many of the original homes acquired over the years have been renamed and evolved into different and more sought after uses; as of 2023, Thrive Behavioral Network, LLC I, II, III, and V, currently operate with a capacity to serve 142 residential clients spread throughout:

5 – Intensive Rehabilitation Treatment Services (IRTS) homes
1 – Mobile Crisis Team
